I want to be able to get to Pallet Town and Pewter City but Route 4 by Ceulean is unable to be used and so is the gaurded pathway in Victory Road, not to mention the workers blocking Route 19. So how to I get over there with all three pathways blocked? I'd appreciate help I'm really stuck :(
