When you say "one layer, one layer", it means multi layer board (4 layers or more). The CORE (core board), PP (dielectric layer, resin), Copper, FOIL (copper foil) in MASS, LAM or PIN LAM way pressed together.
Single-sided circuit boards are made directly with copper clad on one side, drill holes directly, etching lines, surface treatment, solder resist characters, etc..
