excavator you need to contact your local plumbing inspector and they can tell you who to contact for licensing information here in maryland it's the state department of labor and licensing but it varies from state to state, so just call the city plumbing inspectors office in the morning as soon as they open
It's tough you have to go through a lot of sh*t
