A CO2 extinguisher may work on a very small fire. A dry chemical extinguisher is better. A water mist may keep fire away from a certain area for a while but is not very effective on larger fires. One type, AFFF- Aqueous Film Forming Foam puts out a thin layer over the petrol depriving it of oxygen. Another puts a bubbly looking mix over the petrol for the same reason. Both try to keep down the vapors until cleanup is done. Petrol puts out flammable vapor at about -37 C so even in cold weather it is dangerous. The foam blanket must be renewed often as it will disintegrate over time. I like the bubbly foam as it is easy to see when it needs renewed. Many large storage tanks have built in systems where foam can be sprayed on the top of the liquid. A better system pipes foam low into the tank which then rises to the top and covers the fuel.
