Interesting question.The best and obvious way would be a crane, but that's an expensive.and not easily available solutionI think a tow truck could hook a cable to the car and drag it to the shallow end of the poolThen by laying down some ramps, they could drag it out of the water With time, patience and a few strong men, you could use the same process by handUsing a block tackle or come-along winch, you could drag the car up some ramps made of 2x10 construction lumberSince the lumber floats, you'd have to wait until the car was close to the edge before wedging the ramp under the tires to hold it down Alternate DIY method: Roll the car close to the edge and jack one end upPlace cement blocks under the tiresJack up the other end and put cement blocks under the tiresRepeat this process until the car is level with the edge of the poolYou'd have to put cement blocks under the jack too as you got higherUpon the final tier, lay a ramp of lumber to roll the car on This last method would be dangerous (and wet!) unless you took care to make stable stacks of blocksI've actually used a similar principle to get my car out of mud that was up to the doorJack up each tire and build a road of lumber under the tires.
I suggest using a few simple materials: cardboard (buy a box) wood (make a box) stick ice in a baggy and put it under some blankets that have been pre-chilled in a fridge styrofoam (you can buy these at a bait shop) a thermos (vaccuum tube thermos is an ideal insulator)
