The batter in commercial frozen fish does contain some oilYet it's not going to be in your oven that long, at least long enough to fall off the sides and cause a fireIf some oil does spill off, it might burn and cause some smokeIf you're worried about it, line the cookie sheet with foil and form edges on the sidesOr, line the lower rack with foil, enough to catch any drippings - foil doesn't heat up as much as the interior of an oven, at least for the short duration of the cooking time required for your fish.
