No. Quartz is silicon dioxide (SiO2), diamond is carbon (C). Totally different elements in totally different crystal lattices. Also, you can never stick a piece of coal up your butt and get a diamond (that's a common saying). Coal is not pure carbon. It has lots of sulfur and hydrogen compounds. You can't turn anything into diamond except for high-temperature high-pressure carbon. As far as selling, it it looks like the current going price for a piece of rose quartz that has been turned into jewelry is about $20 (US) per 30 grams (0.03 kg). Based on the density of rose quartz (2.65 g/cm^3), and assuming that you have a 5 diameter sphere, that's about 1,073 grams (just over 1 kg, or about 2.4 pounds), your lump is worth somewhere around $715. Actually, quite a bit less, since it's just rough crystal, not jewelry. But close enough, right?
