I live in a very poor area of New Mexico, and the roads are terrible where I am. It's nearly impossible to not hit some massive dip in the road where the speed limits are 40mph+. No, you cannot withhold rent for this reason, or for any reason remotely similar. Phone the fire department for an extinguisher inspection. The landlord will be notified to update the extinguishers by the fire department. Incidentally, do NOT get overly excited about the date of the last inspection. Chances are very good that these extinguishers will perform perfectly well in the event of a fire. The annual inspection is simply performed to verify that pressures remain as needed, and that no leaks have occurred. It does NOT mean that the extinguisher must be emptied and refilled and repressurized.
Since you have added a chemical to your hair not it will start becoming dry. So you will need to add extra moisturizers to it. Start by adding moisturizing lotions to your hair and scalp. Also, start using a shampoo and conditioner with extra moisturizing agents or for chemically treated hair. Limit your use of heated hair appliances, they often leave your hair dry and brittle. Do not use brushes. They stretch your hair and then it snaps off. Do not use products that contains alcohol, beeswax, petroleum jelly they are extremely bad for your hair. Message your scalp at least three times a week with a hair oil/hair creme/hair dressing that contains natural herbs,vitamins. This will help the blood to circulate which stimulates the hair follicles which promotes hair growth. Comb your hair with a wide tooth comb. Wrap up your hair at night and wear a scarf that is made out silk or satin. Those materials does not absorb the natural oils. Only retouch up your new growth every 6-8 weeks. Stay away from using rubber bands on your hair and sponge rollers they break off your hair. My hair is also relaxed. I use the entire line of Doo Gro products and I use Dr. Miralces Relaxers.
