How Many Blankets do you put on your baby?

I live in Mexico and its like they are covering the babies in 2 blankets and its like 90° out and if you dont put a blanket around it and its sweating like crazy and you get preached out about not putting it in blankets and that its going to get sickI personally think its stupid to put it in so many blankets is there a rule about it?
