You need to plate electrodes on them, then solder leads to the electrodes so you can use them in a resonant circuit. You could then use an oscilloscope or frequency counter to measure the frequency. quartz crystal is a piezoelectric material. Applying a voltage causes the lattice to shift, conversely, applying mechanical stress to the crystal will generate voltage.
no they don't just sit there and oscillate. You need to include them in a circuit which excites them properly such that they oscillate, and when they DO, its at a very fixed rate. There are a LARGE number of circuits which can be used. Which one to select depends on what the expected frequency is, and what sort of oscillations you want outa the crystal. for e.g. Square or sine ? Once you have it going, then you canmeasure it using an oscilloscope, a spectrum analyser, a frequency counter. Or whatever. all da best ! :)
