well in my opinion I'm more of a gta4 fan but i also love saints row 2. it depends what you like. If your an online player I'd go with SR2 because it offers some sweet game types plus you can create your own gang. If your a single player kinda guy or really dint care for being MLG (Lil) go for gta4 i personally love it because its a great stress reliever. other than Alto of great features Gta4 has to offer i love going into free roam with my friends online and just causing mayhem in the streets. But i do love the character customization of SR2 it makes you feel its your story your playing. for my final answer I would say if your not that much into the Grand theft auto series go with Saints Row 2
