Answer:

with out more info it sounds like you want to do it to night with out spending any more moneyso use the silicone on the threads it will take 24 hrs to dry, but it will workthe best thing to use is lock-tight from the auto parts store get the permanent type.
Normally I use a dremel tool with a small cut off wheel to cut a slot that a normal flat bladed screwdriver can use to remove the screwOther things that help are to use liquid wrench penetrating oil, and heating up the screw with a soldering iron, so you don't start a fireYou can also try to catch the outer edge with a chisel and try tapping it around in a circle with a small hammerThe screw was probably torex, but often you can pound the next size up in the hole once it has stripped outTorex almost acts like an easyout, in that all the little serrations are almost self cutting.
So you've got a tube with two threaded screws in itIf the one you want notto move is long enough you could put a nut and lockwasherFrom what you say silicone will do okayFirst you must clean the parts with lacquer thinner or something.
Better than nothingFrom what you say, it;'s not taking direct strain it's just stopping it unscrewingDepends on the stress on the parts, whether it's safety-related, what's making it unscrew etcEpoxy would be better if you have itNormally you'd use a locknut in that situationOr drill right through both parts and insert a split pin.
