I just bought a wool area rug (2' x 3'). It doesn't look good where I wanted to put it. Could I put it in a small powder room? Also, would it look good to use a large wool area rug over burbur carpet?

Yes, you could put it in a powder room or use it for an entryway door. I used a persian rug over my berber rug under a coffee table to add more color to the room. They put oriental rugs over carpet all the time. It looks good too.
