You should sponge it off with lukewarm water. If the rug is washable put it in the washing machine..............

Since semen is a protein, you can use anything that will dissolve protein stains. Resolve which is for carpets, will get out protein stains.
Trying to clean it with soup will make the stains even worse, especially fish soup will leave a bad smell behind. Try using soap instead, it might work wonders. ;)
Semen is mostly protein -- and stains permanently. Don't ejaculate on the rug. Use a special towel, sock or pillowcase that you keep for the purpose, and wash it out regularly. Carpet cleaner should take care of the crusted nap on the rug.
