how to know the cooling capacity of a given heat exchanger?
Look it up in the plant specs, manufacturer's specs or the literature? Check the Chemical Engineering Handbook? Seriously, this is a huge topic that involves a lot of complex maths, many variables, and a certain amount of experimental testing. I'm not going to be able to tell you a general solution, beyond looking it up or studying the topic.
