I have a 2001 Dodge Neon SE that I bought a month ago and for some reason the last owner lowered the car and it hits at every speed bump so I want to know what I can do to lift it up

You First need to Find out what the previous owner did to lower it. Then you need to replace the lowering equipment that that the previous owner installed with stock replacements. Its probably going to be pretty expensive to reverse the lowering.
