If it is an electronic ballast, a resistance file, or a pass test, it should not be a short circuit in any two of the four output lines.
If the inductance ballast, multimeter to resistance, measurement on both ends of the ballast is pass, but the resistance is not 0, is not very big, the ballast winding can be thought of as normal. Any line should not be able to detect the shell.
If a short circuit is present between two lines, it is possible that the resonance capacitor is worn. The electronic ballast structure is more complex, and other failures are largely undetected without the removal of the shell.
