Is there any hydraulic schematic? I guess it should be a back pressure valve on the oil return oil, there is a relief valve in the feed oil, you turn the overflow valve opening pressure bigger try (to twist clockwise).
Is the "knife in |" the oil cylinder's no rod? Is there a rod for oil? If so, that's normal, the cylinder has a small cavity with a small volume, and the tank is going to be faster when it's flowing.
That's not the traffic problem to the cylinder! There are no throttle valves or pressure valves on the cylinder system, and you can see whether the flow is small or the back pressure is too high...
