I am trying to understand what this source is saying about flash exposure lock (FEL) .?

Is it saying that if I press the lock button while aiming at lets say my husband in one part of the room and then quickly turn to my husband standing in front of the window, I won't get so much glare? I'm feeling very stupid. Excuse my ignorance. The source I am referring to:

perhaps the blanket could be a fire hazard. The bed may be fire-retardant but not the blanket. Or maybe the blanket it not kept aired could go mouldy if kept packed away for a long period.
Try Home Depot, you would probably have to cut the pipe into half length ways. Im pretty sure they sell clear rubber tubing which would be easier to cut.
