I am unable to pay for an item that I have bought in via paypal, I keep getting the you have hit a speed bump error, how to resolve this problem?

The speed bump is a local government's attempt to make drivers go slower, especially on residential streets, since drivers are apparently incapable of controlling vehicle speed on their own. The problem is that the bump makes drivers go slower, usually about 15 mph - than the speed limit, usually 25. And if no one is parked by the bump, most drivers will go around them. The real problem with speed bumps is their affect on trucks, especially fire trucks. Not only do they have to slow to a crawl, the rig takes a beating since there is virtually no suspension. The real solution is to take the bumps out and put traffic cops in there. Not only will it slow down the traffic, but with a $200 fine, it will generate revenue.
