yes you can heat wooden floors and no they will not catch fire by any means.
Heated flooring is also known as radiant heat. It works by pumping hot water through coiled pipes placed under your flooring. You can put it under wood floors but you have to make sure the wood isn't too thick. Because the heat works using hot water and pipes the risk of fire is minimal. I am posting a link for you.
