Call the police. They are paid to be problem solvers despite your preconceived notion that they will do nothing.
Go to the auto parts store or the dealer. Ask to see several locks that would fit your car. Put them on the counter. Pick one! Simple!!! If you are trying to get into a locked car, you do not want to pick the lock. There are other ways to get into a vehicle. Call a locksmith or AAA and they can help you.
