That would be ok if you are going to put styrofome insulation in between furring strips to increse your R-valueSometimes the paneling is glued to the studs and a project to get off.
if you were going to go through the trouble of putting in all the 1x3s, just pull down the paneling and replace the insulation then install drywalli don't see the resell value increasing just by installing the 1x3smakes the room smaller by 1 1/4.
