Answer:

Your furnishings could not get any more neutralReally, you could paint any color and it would look goodSo, which color is right for you? The first color pallet that comes to mind for you is spicy colors like, rusty reds, golden yellows, tans and deep lime greens (think of the colors of fall leaves)Sounds like you have a lot of solid colors and no prints or texturesI would go shoppingDon't buy anything at first, thoughLook at fabrics, check out pillows, curtains and accessories such as art work or maybe a set of glass vasesYou need some inspiration and a jumping off point to determine which colors you will decorate withThat is what I would recommend you doGo to a closet or corner of the room, and if you can, just trim, ever so slightly, some carpet fibers close to the baseboardsThen get a piece of scotch tape and lift the fibers so they stick to the tapeThis is your portable carpet sample to carry with you if you want to match your rugGo to Pier One, Home Goods, Marshall's, TJ Maxx and check out their pillows, throw blankets and artworkSomething is bound to catch your eye and your color pallet will be bornGo to the paint store and just pick up every color swatch that you likeTake them home and play with various color combinations I once redecorated my bedroom through the inspiration of colors from a set of pillow cases I found in the clearance section - when I was not even looking to redecorate!!!
That would be ok if you are going to put styrofome insulation in between furring strips to increse your R-valueSometimes the paneling is glued to the studs and a project to get off.
if you were going to go through the trouble of putting in all the 1x3s, just pull down the paneling and replace the insulation then install drywalli don't see the resell value increasing just by installing the 1x3smakes the room smaller by 1 1/4.
