i live in burbank,ca and was wondering were i can buy plasic test tubes,for drinking purposes/parting.?

During Halloween Target had them as part of a mad scientists bar kit. They even had them in a metal test tube holder. You should be able to find them at very well stocked liquor stores. Try Bev Mo or even Party City.
