You can deposit into that account you have power over. The governemnt needs to know that the check went into an account with the bearers name on it. Take it to the bank with the power of attorney. I doubt they'll cash it outright but they should allow you to open an account in his name. I would go to a bank that you do business with regularly and talk to someone other than a teller. Nothing wrong with tellers but they have limited authority. If you son has a bank account anywhere, just deposit it in his account.
