I don't have Id for him I do have the Limited Power of Attorny nortiarize. He is currently in jail for next two years.

You can deposit into that account you have power over. The governemnt needs to know that the check went into an account with the bearers name on it. In your case you have power of attorney, you have rights to his accounts. You may not need his signature but to deposit it or cash it, it has to be cashed against an account with his name on it. One exceptionyour relationship with your bank. If you know the manager well and explain the situation to her/him, they may do you a favor.
Yes, they're VERY fussy about cashing IRS refund checks. If he has a checking account, just deposit it into that account. Otherwise, ask the bank.

Take it to the bank with the power of attorney. I doubt they'll cash it outright but they should allow you to open an account in his name. I would go to a bank that you do business with regularly and talk to someone other than a teller. Nothing wrong with tellers but they have limited authority. If you son has a bank account anywhere, just deposit it in his account.
