I did a bit of research on your question, and it looks to me as if phase conjugate mirrors are a theoretical possibility, but not a practical reality. I felt like I was wandering into Alice's Wonderland as I read about it, somewhat the way I feel when I read about Klein bottles. So, if my suppositions are right, no normal material like quartz can be used to make a phase conjugate mirror, because such things do not exist in the real world.
