In a residential area (which in CA the speed limit is 25), there was sign that said HUMPS below that said 15 m.p.h. Does that mean it's 15 in the whole road or just in the bumps ! This is how the sign looks like:

Yes, it is possible to set almost any alarm system to operate in a local mode, but each system is unique in the programming for this function. Also, I recommend that the telephone line connection to the alarm control panel be disconnected. Usually, the owner's manual will explain how to do this if your system is capable of this mode of operation. IF your system is not configured for this mode of operation, almost any good, well qualified electronic technician [IF he/she has a schematic diagram of your system] should be able to convert the system to a local enunciate mode.
