Answer:

In HS we actually raised a baby squirrel to about 9 months. Their actually really intelligent. We still can't figure out why they ge hit all the time. Maybe since there are so many of them their stressed about nuts or get hit on purpose. Who knows. I miss Sparky.
I would love to tell you that the baby will stop crying soon and it wont last forever but it sounds like the baby may be being neglected and crying because no one is taking care of him/her. If you call CPS and just file an anonomous report they will look into it. If she is on the phone all day while he is playing video games and no one is caring for the baby it sounds like neglect. And them screaming racial slurs and stuff is not any sign of maturity to me. Call CPS and once they are being investigated you will most likely see a change out of them if they want to keep their child in their lives.
Call child protection services. If its 90 in your apartment it's 90 in theirs, that's way too hot for a newborn. I bet that's why the baby cries most of the time. That and you said they neglect the baby whil she cries :( I promise if you call child protection and tell them that they are neglecting the baby and it's too hot they will come out there.
It's a challenging situation. Usually a town house is build similar on both sides so I'm guessing they have the same window situation. As a result, they will be very hot if they shut there door just like you would. You can't really say they don't have equal right to have the door open like everyone else just because they have an infant. So arguing that is not going to get you anywhere. The rude comments made toward you is a completely different situation and you should continue to report that and do your best to avoid being near them. Stay out of the house as much as you can by going to a starbucks, friends house, library, etc. It sucks that it's the only nice area in the town, try looking for a place in your budget in another town. If the area is that desirable filling the spot you live in shouldn't be too hard, making it so you probably wouldn't have to cover more than 1 or 2 months rent, maybe none at all.
