As noted by a previous person, I know that the heat shrink is not waterproof, and it is probably letting the water in the well short out the electrical lineIf you want to prove that install a Ground Fault Indicator into the outlet that you plug the pump intoIf it is shorting out because of water it will trip the GFIIf that is the case, then I would get a silicon based caulking that is used in aquariums (not supposed to be toxic to fish or people) and cover the heat shrink with the caulking, let it dryIf that does not clear the problem, then you will have to test the wire to see where you missed a breakI would get a pair of good rubber boots, a thick pair of rubber gloves, and a bucket of waterI would also probably get a couple of heavy duty fuse pullersThey are well insulatedI would take the pump out of the water, but put it into a tub or something that will allow it to pump water as it needs the water to keep it cool and prevent burn outI would put a ground wire in the bucket of water and a little bit of saltThis is the dangerous part, you do not want to get distracted, nor careless with your insulating boots, gloves, and fuse pullerI would very very very carefully dip lengths of the electical line in the bucket, using the fuse pullersIf there is a break in the line, it will trip the GFI as soon as the break is in the salty waterFix that break and then check the rest of the line.
