my bike needs a new color to it besides aluminum and im trying to find out how to sand and paint it i need a little help step by step

Generally sandblasting is employed by professionals. If you had sandblasting equipment, you would probably already know how to do this. My advice is to go to a licensed sandblaster, at least to remove the paint. Just make sure to completely disassemble the bike beforehand.
R U talking about sanding an aluminum frame or a painted aluminum bike? A painted frame only needs to be sanded smooth and then repainted unless you get right down to the metal a lot to clean up scratches. Big patches of bare aluminum must be primed with a recomended primer for aluminum. Start with a 120 grit and finish with 320 when sanding. Be carefull not to scuff up any bare aluminum you dont want to paint but the entire painted surface must be scuffed for proper adhesion. This is achieved by masking the aluminum frame before sanding and then carefully sanding up to the edge of the masking tape. .
