My husband is a residential building contractor; I asked him & he said, "No... you need to be a residential contractor or a General Contractor if you want to build a house. If you want to pull a permit for glazing or glass, yes, but if it's for anything structural, no."
He can not go higher then residential buildings. Anything higher then that would have to work with a building contractor. there limit is anything three stories and stores. A general contractor is unlimited.
If the builder is also the owner then yes he can pull the building permit, but he must be the owner as well. Anyone can pull a building permit in Florida. When I had my Garage Door Company I had the Home Owner or business that own the building pull the permits. Walton County Florida Contractor
