Nobody knows what the rules are, except the it has something to do with chairs. Until WWE reveals what a chair match is, we won't know.
It means that chairs are the only legal weapons.
Its the same as a tables, ladders, and chairs match except with no tables or ladders.

They put a chair in the middle of the ring and play music. The wrestlers run around the chair while the music plays. When the music stops both try to sit down in the chair. The winner is the one who sits in the chair. The loser then knocks the winner off the chair, picks up the chair and smashed the winner over the head several times.
