Insulation question?

Hello, I am an average Joe when it comes to piping and insulation work so I wanted to ask, in the case where there is a snow storm outside and I can t get supplies, is it best to cover a wire with the little amount of insulation I have or put insulation on the walls next to the pipes? (Water system)
