is a cold air intake worth it?

1) If i get a cold air intake, what are the chances of hydrolocking my engine when i drive in the rain or through a puddle?2) is a ram air intake any different?

unsure of your country but here in australia cold air induction should be taken from low down fed up towards the air intake usually suited to injected cars. being fed from a low position with corrugated tubing removes the risk of water entering the motor. if the car is tuned, it will run nice. hot motor + cold air the best basic system you can have. engines dont like running hot with limited air flow. ram air is taken from the top (ramflo). this is a carburettor mounted foam filter which has a proven record on aftermarket smaller race carbs
It wont hydrolock because it still has a filter on it and wont allow much water through. Ram air usually pulls air through a hood vent or under the bumper and cold air just pulls from under the hood.
I wouldn't waste your time on a bike that needs any type of major repair. Once it is repaired, you might find other problems. Shop around and look for something else in your price range that will suit you. I would stay clear from this bike.
