is a fuel cell basically the same as a gas tank except that it doesn't make sparks?

i read that it would make the car lighter but im not sure what the differences are

In general a fuel cell refers to a device you put fuel into, that produces electricity chemically. It is like a large battery that you have to keep filling up as it runs down. Most have a membrane in them that goes bad every couple of years, so are not that cheap to use yet.
A hydrogen fuel cell uses hydrogen and oxygen to create electricity by running the hydrogen on one side of an extremely thin surface and oxygen on the other side, the surface has tiny holes small enough to where the hydrogen does through but there is not enough room for some of the electrons to get through, those electrons are harvested to power an electric motor on a car. The hydrogen combines with the oxygen on the other side creating H20. Hope that is helpful.
If you're talking about hydrogen fuel cells, then no, they aren't the same. Hydrogen fuel cells essentially use hydrogen to make electricity, and use that electricity to power the car. There is no gasoline involved, and there are also no waste products except water. A gas tank holds gas for a combustion engine. These burn gasoline for energy to run the car and give off various fumes as a byproduct.
