Yes, they can work together. However, I suggest you test the bulbs with the fluorescent paint. Generally, fluorescent black-light units put out more UV than the single incandescent bulbs. Don't forget the mirror ball, either. It wouldn't hurt to pick up an old projector and put some colored oil psychedelic stuff on the wall. And add some lava lamps for mood. Party on...
While most light can be made to flash or strobe UV lights are not used in this fashion because there is no advantage to doing this. strobe lights must be able to light very quickly so this precludes fluorescent and most UV is of the fluorescent variety.
