Yes it is except contact cement is stronger and works faster.
Contact cement is much stronger, and semi-permanent.
Contact cement and rubber cement are not the same. Rubber cement is designed to be movable so that a photograph could be mounted in a certain place in an album and moved later on. Contact cement is a permanent adhesive and therefore coadhesive. Once it has been applied to a surface and that surface has been glued to something else, it will be stuck permanently to that single surface and will not be sticky to the touch or adhere to another surface once dried.

They are the same in that they are both adhesives, that's about as far as it goes. Rubber cement is used for a variety of applications, a number of which are temporary, it behaves as though it is a liquid rubber, it will stretch, remains flexible and is water resistant. contact cement is usually permanent, it can be released with the use of a solvent, an example of contact cement is the laminate applied to counter tops, commonly referred to as Formica. You apply a thin coat of the adhesive to both surfaces to be bonded. let it dry to the touch, then position the two pieces, usually with separation sticks placed between the two, you start removing them one at a time from the center or one edge, as you remove them you apply pressure to the two pieces as they touch, when all sticks have been removed you roll the two with a hand roller to bond them, at that point you do not separate the two without a solvent, there is no moving the piece around to position, when they touch they stick, that's it
