Answer:

I used to do inspections for the State of Texas, so here you go: If the car is newer than 1968 you must have an exhaust system (muffler and pipes). If the car is newer than 1984 you must have catalytic converter(s) There cannot be any holes, leaks or rust in the exhaust system. The exhaust must exit to the rear of the passenger compartment. You will not pass inspection unless you meet above requirements and they may make you pay for your inspection even if you fail.
if the pipe(s) exits beyond the passengers compartment of the vehicle it will pass the safety inspection, the catalytic converter will do some noise suppression and has to be there but the muffler is not required to pass. it just needs to be leak free and exit the body properly. it will be up to the discretion of any police officers that you pass on the street as to whether the noise will be legal or not.
why the hell dont you just put a muffler see people have this thing that if the car dosent have a muffler then it has more power that isn't the case my car use to have straight pipes thats how i bought it but it was too loud and it really didnt have power cuz it had no back preassure what so ever i might have just been runing with out an exhaust system at all but i put in a high flow muffler it quite it down and it gave it better performance put in bigger pipes put in a highflow muffler keep your catalyctic converter and if you have headers change them before you smogg it then you shood be ok ive been doing this for 5 years now
