Look into a limited power of Attorney to do this,this would spell out what exactly what can and cannot be done. By granting Power of Attorney to a person they may or may not have access to your banking abroad. This would be determined by the policies of the banking office that holds your funds. If they are added to your account as a user then they would most assuredly have access.
No Contract you give someone in the United States is any good in a different country. What you can do is call the bank abroad and ask what you would have to do to satisfy the bank. They may have special forms that has to be filled out. In any case make sure you get everything in writing and the persons name.
You do realize, that trust is involved, right? Even though your contract/poa states they can only spend the money on your behalf, no one is going to enforce that. If they steal from you, there is basically no way to get the money back.
