Question:

Is it possible to use regular rubber-cement to work on inner-tube bicycle tire? There is a small rubber-?

cement came with the repair/patch kits.

Answer:

It should work fine. take a piece of sandpaper and lightly sand the area around the puncture, apply the adhesive to the patch and place it over the hole. I always put a thin bead around the patch after it's applied. Allow the patch to set and then pump it up to make sure it will hold. deflate it, put it on the rim, replace the tire, inflate it, and hit the road.
Use the vulcanizing fluid that came with the patch kit. It's NOT the same formula as rubber cement. Try rubber cement to see for yourself. Glued patches will last the life of the tube, providing you understand HOW to patch a tube.
I don't like those patch kits that don't have the glue. They never hold permanently. As far a rubber cement goes, any patch kit that has a glue tube in it is filled with rubber cement. It all works the same. The best patch kits in the world are those all purpose Monkey Grip kits in the yellow packages. Not sure if they even make those anymore.
it works just as good and saves the mess and time too.
