It is a safety measure to stop the heat exchanger from getting damaged.If the water preuure is low, then top it up to 1 or 2 bar. Under the boiler, there should be a filler loop which is a flexible pipe. Open the tap on this pipe and watch the water pressure rise on the water gauge, When it is up to the presure I mentioned, turn off the tap, and start the boiler up.
It's to protect the circulator pump and the boiler from damage. Why not just fill the system to the proper levels and not worry about it? 12psi + 6psi for each floor above the 1st floor.
