Is my silver-plated flute tarnished or is the plate rubbing off of it? I'm confused.?

So i have this silver-plated fluteAnd I've been looking for some answers for these black spots on my fluteSome people say that its just tarnish but other people say that the plate is rubbing offDoes anyone know how i can tell which one it is?

hard to tell without seeing it, could be either if the flute can be covered with water (i would think you would need to remove the mouth piece or whatever) then a good economical one is to place a sheet of aluminium foil in the sink or a pan and add 2-3 inches of water, 1 teaspoon of baking powder and 1 tsp salt and bring to the boil add silver pieces making sure the water covers the silver, for 2-3 mins or until water is cool remove silver, rinse, dry and buff with a soft cloth another is toothpaste, coat the flute with toothpaste then run under warm water work it into a foam and rinse it off then another apply a past of baking soda and water, rub, rinse and polish dry with a soft cloth or sprinkle baking soda on a dmp cloth and rub it on the flute until it is gone, rinse and dry well personally i would try the aluminium foil but only with hot water and maybe the baking soda but not the salt, second choice would be sprinkling the baking soda on a dap clothif you go into the net under 'cleaning plate silver' you will find a lot of info there once you have sorted through the ads.
