Answer:

Yes you can, but unless you are a liscensed surveyor, it will not be considered accurate or admissable in any legal situation. Now that that is out of the way. If you have ArcGIS access, then what you are going to want to do is import that GPS coordinate that you have and save it as a shapefile. This can be done several ways, easiest is direct import if your GPS allows it, if not, do an add X,Y data. Measure the distances of several other points on the map, calculate their coordinates (ab+c) should get you the coordinates based from the known one. Don't bunch these points together, keep them random around the map. Next what you want to do is georectify the image you have, you'll need to scan it and add it, I suggest a .tiff. Position the picture over the GPS point you have, lining up the GPS point with the point on the map. Stretch the map. Pull those points on the map to the points that you have calculated, this is known as rubber sheeting. Once you have the map to what you think is satisfactory, save the rectified image and add it to the map. Create a new line shapefile and essentially trace the outlines on the map to create the border. There are of course other ways to do this, but this would be the most simple, but remember, it will not be legally accepted unless done by an engineer or a surveyor. \d
Get a rod and reel outfit that YOU feel comfortable with. You'll get a few different opinions here on which to get. Someone might suggest one they like and won't be what you're wanting. $120 is a decent price for a rod and reel combination. Most people that are experienced and proficient with baitcasters will all tell you its best to spend AT LEAST $100 on each rod and reel. But if that's all you want to spend (or care to) then Bass Pro Shops, Cabela's, D*ck's, and Gander Mountain all offer decent rod and reel combinations at pretty good prices. I would provide links, but some people think I'm a pimp and should be paying royalties. In my honest opinion, an Ambassadeur C3 or C4 in whichever size you prefer would go good on an Ugly Stik Lite. The reel itself starts off at $90 and the rod is another $40. That's $130, ten bucks more than you want to spend.
