Is there a such thing like liquid cooled or heated jacket?

I was wondering of a liquid cooled jacket that you could wear i.e. summer is hot and cold water feels good, and why not wear a liquid cooled jacket a tube circulating cold water that cools your body/limbs or in a cold winter hot water circulates around your body. Im not making sense im saying can there be a jacket that transfers cold/hot water around your body in a tube and it keeps you warm/hot, and can a such thing exist or it could be a new thing???

There is a motorcycle jacket you can plug into the 12 volt outlet. For heat.
There is a t-shirt that has hoses all over the outside. A box you carry with you circulates the liquid. You put ice in the box to cool the liquid. Good idea except for the box. That would be a pain.
If you had a liquid filled jacket that wasn't constantly supplied with cool water, the water would heat up to your body temperature, and then wouldn't be of much use. There are vests that have packets of material that retain heat very well. You have to cool these packets in a refrigerator, but then you put them in the vest, and they keep you cool for about an hour, until the packets warm up. Unless you have some sort of cooling device on your person, whatever material you have in the vest would eventually reach either your body temperature or the surrounding temperature, whichever is higher.
NASCAR drivers wear water pipe cooling undershirts, as do astronauts for their spacewalks. These have a pump and an ice chest or heat exchanger.
