Just bought a residential lot that used to be a fill, used for non-compressible fill. What am I in for?

Hi there, i just purchased a residential lot for a single family home. Back in the day it was A fill. City engineer said it was only approved for non-compressible fill(no garbage). It was then developed into a single family subdivision of 14 lots 7 years ago. I would just like to know what I should prepare myself for when they start to dig. What kind of process is it opposed to building on top of virgin soil? costly? This is probably a question for engineers, excavators, builders etc. I appreciate any advice. Thanks

Be prepared to spend a small fortune having the junk removed that was throw in there.
