Lime, starter fertilizer, and grass seed... Where do I start?

My lawn needs to be brought back to life. I tried to reseed last year, and the year before, but the grass just does not seem to want to flourish. I have raked it out to free it of debris. I picked up several bags of lime pellets, starter fertilizer, and grass seed (my neighbor, who has a gorgeous lawn, said lime pellets worked well for him). Where do I start? I know it takes time and dedication to have a beautiful lawn, so how should I use what I bought? Do I need to buy anything else? Feel free to e-mail me if you do not have enough space to answer. The Works toilet bowl cleaner takes it of without scrubbing.
Lime-o-way is the best way to go. You can buy it at walmart, k-mart, wherever.
Back when we had a house with a well I had to do this all the time. It's easier to clean and you don't have to use tons of cleaner if you get most of the water out of the bowl first. Get a disposable cup and dip most of the water out of the toilet and pour it down the sink or shower, whatever is closest. Put on rubber gloves and use Lime Away Spray or liquid according to the package directions. Be sure you've scrubbed everything thoroughly then flush. *voila*
