Quartz is a mineral. It is piezoelectric. It is used to control the frequency of an oscillating circuit inside the clock. The frequency of its vibration depends on its geometry which does not change. Its vibration can be excited by the an electric field applied to it because it is piezoelectric. So the quartz and its circuitry acts as a very small but stable harmonic oscillator like a mass and spring or a pendulum. The frequency of the oscillation is divided down electronically and used to control a stepping motor that moves the second hand of the clock. The other hand(s) are driven mechanically from this like a conventional clock. Or the signal could be used to control a digital display depending on the design of the clock.
