Well the first problem I see is the natural behavior of people to be complacent. Once they haven't come out and now realize that if they come out they will be fined, then they will try to hide in a burning building, resulting in firefighters risking their lives to save them. Its a bad idea Plus how will you prove they heard the alarm? People with loud music or in the shower have missed it, as well as the hearing impaired.
