AWW that's a cute idea, i have donne this before and what i did was buy the bags for Chocolate to melt which you find at baking stores and melt them into the shapes them you put them in a cool place until their hard, once that's done you can wrap them in pretty much anything you want to but i advise film with graphics like hearts! good luck
actually if u try a hobby store liek michaels or ac moore they will sell chocalate candy making sets buy the large bars melt is down and temper it then put it in a fully greased mold u can buy cute gift bags at michaels too the kits just eaiser and come with instructions plus all u need to decorate and candy pellets

It will dry, but likely won't stick well, if that's what you are getting atTry using artist spray adhesive on the foil and dry glitterThat should work better.
