You could get an older dog that is already house broke, that would be a good idea, but if you had your heart set on a puppy i would get a small breed that you could litter box train.
my son is in the same spot and his 8 week old dashund mix has a long way to go to go outside and she gets cold while outdoors so he got puppy pads and makes her go on them and she is learning to do her jobs on itof course she hates them and doesn't want to go on them but right after she naps,eats,plays or drinks they put her on it and she will go so she can go and play againkeep a close watch and when u see the dog whining or doing circles along with squatting its time for the padsu can get drops at the pet store that can be dropped on paper or pads and the pup will get use to going to the pads for pottythere are lots of ways to train a pup and an older dog is ok but u might be taking him out a lot until he gets use to his new home and routines.good luck with ur choice.
